Build a PDF from JPG or PNG images
Stack photos or scans in order so a portal that only accepts PDF can take your pictures.
How to convert images to PDF
This is the usual path from a phone camera to a “upload PDF” form: receipts, ID both sides, or whiteboard shots. PNG is accepted as well as JPEG.
Pages follow the list order. Huge 12 megapixel photos make large PDFs; Compress PDF afterward may not shrink photos much. Resize images before you convert if the portal has a 2 MB cap.
Images are read in the browser. We do not host your photos. HEIC from some iPhones is not in the accept list here; convert those to JPG on the phone first.
- Open JPG to PDF and add one or more JPG or PNG files.
- Add them in the order they should appear as pages. The first image is page 1.
- Click Create PDF. Each image becomes a page sized to that picture.
- Download the PDF. Rotate a sideways photo in an image app first if a page looks wrong.
Image to PDF
For a mixed packet of images plus an existing PDF, create the image PDF first, then Merge PDF.
- Accepts JPEG and PNG, including several files at once.
- One image per PDF page, in list order.
- Does not run OCR; use OCR PDF afterward if you need searchable text.
- Does not accept HEIC in this tool.
- Local processing only.
Privacy for photos you convert
Photos stay in the browser during conversion. Camera metadata (location, device) can remain inside JPEG files and thus in the PDF. Strip EXIF in an image app if that matters.

Yes. Each page takes that image’s dimensions. Viewers will show mixed orientations.
Transparent areas typically sit on a white page background in the PDF.
Resize or recompress the images before conversion. Compress PDF on the result helps only a little for photo pages.
